While preparing a dataset so that it was presentable to the staff, I tried highlighting blank cells using Conditional Formatting.
It was great until some other conditional formatting got in the way.
In order to make it show up I had to change the order of the conditional formatting rules. To fix it, I had to reorder the rules as Google Sheets in order.
Just remember that the rule that is first will always show first -- on top.
